John W. Garland John William Garland, a 1971 graduate of Central State University, returned to his beleaguered alma mater in August 1997 to become its president. Garland was associate vice provost and associate professor at the University of Virginia when he was unanimously selected by the CSU board of trustees on July 9, 1997.
